Monument in Hanoi to the 3/2/30 (March 2, 1930) movement, founded by Ho Chi Minh. The ICP is a union of three communist groups that were operating individually in Indochina. In a secret telegram on September 27, 1929, the Communist International (ComIntern) ordered these groups to unite and form one movement in order to more effectively mobilize the people under communist ideologies.
